NetScaler has been able to protect External DNS servers for years from DDOS with tcp and udp rate limiting , it's where we grew up and current versions including the current 11.1 GA support DNS Security DNSsec

Unfortunately in the light of current events it looks like DDOS is here to stay as the hackers choice for maximum disruption and hiding other more targeted attacks.
